Background:

In the PAIRS project, a digital platform supported by artificial intelligence (AI) is being developed that enables organizations to share data anonymously in order to anticipate crises and be better prepared for them. Cross-domain organizations from business, society and politics, as well as the energy, healthcare and manufacturing sectors are involved in the project. The integration and use of demand-oriented data and complementary services in a federated infrastructure enable both the determination of the threat level of a crisis event and the iterative adaptation of countermeasures to the current data situation. THW represents the public sector in the project and contributes the use case of operational logistics while providing crisis management expertise.

Humanitarian disaster logistics poses major challenges for civil protection organizations, as demonstrated in 2020 during the coronavirus pandemic and in 2021 during the heavy rainfall in the Ahr valley. In the project, the use case of humanitarian disaster logistics is examined from different perspectives in collaboration with the various project partners, challenges are identified and links are established with the other domains. This way, aspects such as emergency personnel planning or material requirements in the event of a crisis are being addressed and the benefits of AI-supported decision-making aids in crisis situations determined.

Objectives:

The PAIRS project is developing a service-oriented, open data infrastructure that can be used to forecast the effects of crisis situations. The AI hybrid technology of PAIRS is intended to anticipate both the initial crisis event and the reactions of various actors in a cross-domain data space in order to generate targeted recommendations on this basis.
